GOVERNMENT DEPARTMENTS, MILITARY CARE
The safety of products purchased by government-related groups is usually demanded by regulating agencies - as required by the US code. In most cases such groups will evaluate products to 'public' standards as well as to their own standards. Those companies whose products comply usually are placed on authorized government vendor lists.
As an example the Marine Corp Exchange Contract for Retail Merchandise, under the WARRANTY section, requires that a Contractor will warrant that:
"Where applicable, U.S. made items furnished under this contract are manufactured in accordance with Underwriter's Laboratories, Inc. (UL) standards or equivalent. If manufactured overseas, items furnished must meet the UL standards or equivalent or more stringent overseas standards. The applicable items or component items, regardless of where manufactured, must carry the appropriate UL or equivalent seal or listing mark."
In addition to public standards the Military has a whole set of 'Military Standards' that are sometime stricter than, or that supplement, public standards.
