Acts-of-God.
These are, for example, the natural disasters, human conflicts, health and human tragedies that can cripple or ruin a PD effort or even a business.

What to do about it!
Some Acts-of-God can not be planned for, but in many cases alternative plans can be 'kept in the vault'. For instance, companies selecting sites for projects in known 'natural disaster' areas should have Crisis & Recovery plans should a natural disaster occur. Personal tragedies need similar consideration: one very common engineering practice is for technical people to keep design information in their heads - "because at takes too much time to document all this stuff"; If such a person is hit by a truck the development project will most definitely be disadvantaged.

Competition Insurgencies.
Some of your competitors could get nasty in order to damage your product thrust.

What to do about it!
Guard against a competitor detecting and praying upon (1) non-compliance issues of the product, (2) social, political or religious sensibilities with the product or (3) IP violations of the product. Once again, product validation and correct compliance are the way to minimize such attacks.
