Lack of proper tools.
Never 'tool starve' a PD effort.
What to do about it!
A thorough up-front assessment of the project plan, in detail, will indicate what tools will be required to manage, design, develop, test, produce and support a new product. Always pay attention to the financial impact of required management, development and production tools. Some tools to consider are:
Project management software systems.
ERP systems.
Documentation control systems.
Development control systems.
Collaboration (local and remote) software.
Portfolio management software.
Test hardware and software.
Hand tools.
Poor supply-chain management (SCM).
This can starve the production effort and increase the cost of manufacturing (COM).
What to do about it!
Get help from your manufacturing people or experts to help define and establish an appropriate SCM system for the level of production you expect and can predict. The cost of manufacturing, product quality and availability can be well managed with good SCM.
