Such changes may require product modification or even targeting a different market.
What to do about it!
The project manager needs to be aware of each of the following anchors. A change in one can effect a change in one or more of the others and consequently influence the PD process.
Project costs.
Contracts and agreements.
Project schedule.
Management system (including rules, traditions & culture).
Resources.
Team tenure.
Team capabilities.
Product costs.
Product characteristics.
Acts of Encumbrance.
Examples:
If someone needs to add new product characteristics, the product cost may go up, the project costs may increase, the schedule may be extended or a new team member may be required to design the changes. If a valued team member is transferred to another project, valuable knowledge, experience and 'another pair of hands' being lost can extend the project schedule and increase the project cost.
