Corporate vagaries.
Some corporate actions such as a Merger and Acquisition, selling or transferring the product line, bringing in a new division manager or landing a large OEM contract for the product can greatly effect the development effort.

What to do about it!
If there is any forethought that such activities are in store during a PD program, then appropriate Go/No-Go points and contingencies need to be considered and planned. If such a vagary happens out of the blue, then a plan, which has risk and change management, can usually handle the adjustments most efficiently.
For an interesting, if somewhat academic, discussion of organizational, political and cultural barriers in the PD process see - Integrating Design and Manufacturing for Competitive Advantage by Gerald Susman, 1992.
The old adage, "CHANGE IS GOOD!" is a nice sound bite, but whether it's good or not in the world of product development really depends on when it occurs in the PD process and on being prepared for it when it does.
